Kubernetes Code of Conduct Committee update following Steering election results

Following his 2022 election to the project Steering Committee (SC), Nabarun Pal has chosen to step down from his role on the project Code of Conduct Committee.  Jason DeTiberus was next in line in SC's latest CoCC election and has stepped up to fill this opening for the remaining one year of Nabarun's term.

Thank you, Jason, for stepping up to serve on the Code of Conduct Committee.

It has been an honour for me to be on the Code of Conduct Committee. I learnt a lot about keeping the project a safe space for people and upholding community values from my time on the committee. I will deeply miss working closely with my CoCC peers.
