[Exception Request] KEP-6132: PreQueueingHint Extension Point for Scheduler Event Processing

I'd like to request a code freeze exception for the following enhancement:

• Additional time needed: 5 days 
• Reason this enhancement is critical for this milestone: Fixes a known thundering herd problem in scheduler event handling for DRA ResourceClaim workloads (#138095), with 2x throughput improvement confirmed via local runs (reference -https://github.com/kubernetes/enhancements/tree/master/keps/sig-scheduling/6132-prequeueing-hints#performance-tests)
• Risks from adding code late: Low. Feature-gated (SchedulerPreQueueingHints), additive, and falls back to existing behavior on error. No api change and no regression in non-DRA paths per benchmarks and tests.
• Risks from cutting enhancement: Delays a fix for a known production performance issue by ~4 months. KEP is merged, code PR is in active review with most feedback addressed.
