Hello folks,

I am from sig-storage and we are proposing https://github.com/kubernetes/enhancements/pull/5031 in v1.35 which kinda spans sig-storage, sig-scheduling and sig-autoscaling.

The changes in scheduler are pretty minimal and should be mostly isolated to nodelimits plugin ( https://github.com/kubernetes/kubernetes/blob/master/pkg/scheduler/framework/plugins/nodevolumelimits ) and other storage related interfaces. Though still it would be nice to have a formal lgtm if possible from sig-scheduling.

I know it is late in KEP approval process and I was originally thinking we can sort it out between sig-storage and sig-autoscaling, so I would appreciate any review if your time permits.
