[ANNOUNCE] Kueue v0.9.0 is released

Hi folks! We just released Kueue v0.9.0

The highlights:

• Topology Aware Scheduling

• Configurable mechanism for Resource Abstraction 

• Support for serving workloads (Deployments and StatefulSets)

• Feature graduations to Beta (MultiKueue, LendingLimit, VisibilityOnDemand)
