Reason this enhancement is critical for this milestone:

• 'Pod Level Resources' feature graduation to GA depends on 'Pod Level Resource Managers' beta.

Risks from adding code late:

• This feature affects the Topology, CPU and Memory managers when handling pod-level resource pods, however the path is fully protected by feature gate.

Risks from cutting enhancement:

• It will delay 'Pod Level Resources' GA at least one quarter more.
