Introducing KEP-6116: EndpointSelector Resource

Hello everyone,

I wanted to make the community aware of https://github.com/kubernetes/enhancements/pull/6127/, a new KEP that proposes a resource for creating `EndpointSlices` based on selectors without going through Service. This KEP originated from proposals in Gateway API (which themselves originated from proposals in the AI Gateway Working Group), but we all felt like this piece of the proposal definitely belonged in core. This is my first KEP, so any and all guidance and feedback is much appreciated! For more context, please consult this deck and the recording of its presentation to SIG-Network.
