[ANNOUNCE] Cluster API Provider AWS v2.7.1 is released

Cluster API Provider AWS v2.7.1 has been released 🎉

This is an important release as the project has moved to using a community owned AWS account to host the public AMIs. To create a cluster without using a specific AMI (i.e. via its id) you will need to upgrade to this version or later of CAPA. As part of this the project has also clarified its AMI publication policy (see here).
