Release 1.9.6 and 1.8.5

Ingress-nginx Community,

We have released 1.9.6 and 1.8.5. We are excited to announce that testing for 1.10 with nginx 1.25 is going well, and our plans for that release will soon be completed.  That means that 1.8.5 is our final release of 1.8 and make sure to update configs to re-enable user snippets, #10393, and that annotation validations are in place, #9673
