Prow / CI Migration Updates

Hi all, a couple quick updates about migrating prow.k8s.io to SIG K8s Infra managed accounts:

1. With the August 1st Job Migration Deadline elapsed, we’re going to start removing any jobs still using the legacy CI clusters to prepare for migrating the prow.k8s.io control plane / services to SIG K8s Infra. We’ll be tracking in kubernetes/test-infra#33226. For any removed jobs you can refer to the PRs linked back to this issue when recreating them on community resources in the future.

2. Between SIG K8s Infra and SIG Testing we have begun to finalize the details for actually migrating the prow control plane; We are aiming to migrate prow.k8s.io around August 21st and expect a planned outage when we begin the migration. We’ve selected the 21st as just over one week after 1.31 releases, to allow some time for code thaw. We hope to keep disruption as limited as possible, but cannot make any promises. We recommend that subprojects anticipate disruption around this time and avoid planning releases that week. We expect there may be a settling period of anywhere from a few hours to one day as we swap job scheduling between instances, but this may be delayed or lengthened by any surprises and/or rollbacks should any occur.

This is done! We have prow.k8s.io running in the kubernetes.io GCP org against assorted SIG K8s Infra provided clusters and resources,

The CI logs bucket is still in google.com (WIP) and we have a few other things to follow up on, but overall CI appears to be running smoothly again.
I'll check back in periodically over the next day for any lingering issues.

Thank you SO MUCH to Mahamed Ali, Michelle Shepardson, and Cole Wagner for continuing to work on this well into the night, and to everyone who helped with the multi-year effort to migrate CI into SIG K8s Infra.
