SIG CLI leadership changes

Hey,

On behalf of the current SIG CLI leadership (Eddie, Marly and myself) we're proposing 

the following changes to the leadership roles:

1. Arda Guclu is being nominated as the new chair.

2. Eddie Zaneski is stepping down from his chair role, keeping his technical lead hat.

3. Katrina Verey is stepping down from both chair and TL roles.

Arda has been helping sig-cli since October 2021. Over the past years he's

been assisting with bug scrubs, driving several major features in kubectl and

being one of the key persons ensuring PRs for kubectl are promptly reviewed.

Katrina has been a driving force and key person behind the development of

kustomize. Without her passion and engagement the project would not be

in its current place.

Lazy consensus deadline for this proposal is in a week - April 10th, 2024.
