Update your dev environments to go 1.19rc2

Folks,

Go 1.19 GA release is planned for August 2nd [1], to prepare for kubernetes to update to 1.19 GA, we are landing a PR 111254[2].

Currently the verify CI job has been updated to 1.19rc2 image in [3]. So you will need to update PRs to rebase on top of [2] when it lands and then use 1.19rc2.

Over time the other CI jobs will get updated to newer images, so please watch out for that.

Folks,

Golang 1.19 was out a couple of days ago. Please update to 1.19 GA, Once [1] lands, there is a golang version check that strictly enforces the new version of go in CI jobs.
