SIG Cloud Provider leadership changes

On behalf of the current SIG Cloud Provider leadership (Michael McCune, Andrew Sy Kim, Walter Fender, Nick Turner, and myself), we're proposing the following changes to the leadership roles:

1. Andrew Sy Kim and Nick Turner are stepping down from their technical lead roles as mentioned in https://github.com/kubernetes/community/pull/7815 and discussed in the March 27, 2024 call and again in the May 8, 2024 call. 

2. Michael McCune is being nominated as a technical lead, and will stay in his co-chair role as well.

3. Bridget Kromhout will stay as co-chair and Walter Fender will stay as a technical lead.

Andrew is a founding member of SIG Cloud provider, sending the inaugural PR in the halcyon days of May 2018! His leadership has been invaluable and we appreciate all he did as chair and tech lead.

Nick came in as a SIG Cloud Provider co-chair in Dec 2021 and then moved to tech lead; we appreciate his years of diligent work and wish him well in his new endeavors. 

Michael has driven much of the important change around the move from in-tree to out-of-tree for cloud providers, and will continue in his key role of leading this SIG through essential upcoming work including test improvements.

Lazy consensus deadline for this proposal is in a week - May 15th, 2024. Tracking issue is open at https://github.com/kubernetes/community/issues/7865.
