SIG Release Roadmap update for 2024 (and beyond)

Hey folks,

The last time we did a bigger roadmap update was back in 2021. In the past weeks, SIG Release did multiple roadmap refinement sessions to determine what we want to achieve in 2024 and beyond.

I'm happy to announce that we finally merged [0] the new roadmap, which aims to provide a more robust, fast and flexible release pipeline for Kubernetes:
