SIG Cluster Lifecycle leadership change

hello,

after some period of inactivity in upstream k8s and being occupied
downstream, Vince Prignano (@vincepri) will be stepping away from the
position of SIG Cluster Lifecycle chair. Vince did instrumental work
in the early days of Cluster API and various of its providers, and led
these projects through the years.

Fabrizio Pandini (@fabriziopandini), who is an existing Tech Lead for
the group, would also assume the position of a SIG chair for us.
Fabrizio has done everything from governance to tech advisory and is
more than qualified for both positions.

i would like to thank both Vince and Fabrizio for the work they did in the SIG!

the decision will come into effect after one week of lazy consensus.
