[NOTICE] Addition of the `area/community-meeting` label

Hi all,

In order to help with curation of topics for the monthly Kubernetes Community Meeting, SIG ContribEx would like to add a new label: `area/community-meeting` to all repositories across all Kubernetes orgs. This will be a label that can be applied by anyone on an issue/PR that they think should be discussed in an upcoming community meeting. 

As other `area/*` labels, this too can be applied by commenting `/area community-meeitng` and can be subsequently removed by commenting `/remove-area community-meeting`.

Considering that this is an externally facing, cross-cutting and low impact change, in accordance with the SIG ContribEx charter [1], if anyone has any concerns around this change, please do let us know by 6pm PST 23rd of September 2022.
