Adding Patrick Ohly as Tech Lead for sig-instrumentation

Hi everyone,

On behalf of the current SIG instrumentation leadership (David Ashpole, Damien Grisonnet, Pranshu Srivastava, and myself), I would like to formally nominate Patrick Ohly (@pohly) to be a new Tech Lead for sig-instrumentation.

Patrick has been a long-time contributor and maintainer for the project, with an extensive focus on the instrumentation stack. He has spent years leading the Structured Logging and Contextual Logging efforts and has been the primary driver handling the issues, PRs, and technical discussions related to the entire Kubernetes logging stack. He has also helped various new developers with their first contributions to Kubernetes through these efforts, playing an important role in attracting and mentoring new talent for the project. His commitment to both the high-level design and the day-to-day stability of the subsystem is invaluable and we are incredibly grateful to Patrick for stepping up to take on this leadership role and for his continued dedication to the SIG.

Per the community leadership guidelines, we will have a lazy consensus period of at least one week starting today (until February 9, 2026)
