Action Required for KIND based workflows: kubeadm v1beta4 config migration

Hi all, sigs.k8s.io/kind will start using kubeadm v1beta4 configuration for Kubernetes master / 1.36 to unblock kubeadm dropping v1beta3, this includes some breaking changes and tools/configs/scripts may need updating. We plan to merge the PR soon so we can iron out any issues early in 1.36 and unblock kubeadm.

If you maintain any scripts / tools / configurations then please take a moment to update them following the guidance from last month's release notes here:
