Moving VolumeGroupSnapshot feature to Beta in v1.32

Hi everyone,

We are planning to move the VolumeGroupSnapshot feature to Beta in Kubernetes v1.32 release.  Before moving the feature to Beta in Kubernetes, we are also planning to move the corresponding capability in CSI spec from Alpha to GA (note: CSI spec does not have a Beta phase). If you are a maintainer of a CSI driver and have implemented the VolumeGroupSnapshot feature in your driver, please let us know if you are fine with moving the feature to Beta in Kubernetes.

Hi floks!

We also have a plan to implement GroupVolumeSnapshot in alibaba-cloud-csi-driver, which has already been developed and is being verified,  we are looking forward to move this feature to beta ~
