[ANNOUNCE] Steering member transition: thank you, Paris and welcome Carlos!

Kubernetes Community,

With Paris stepping down from Steering[0], we want to thank her immensely for your contributions and commitment to this committee over the many years!

The committee will fill Paris' vacancy as described in the Vacancies section of our election process documentation[1].

Based on the results of this year's election[2], Cici Huang (@cici37) (Google) would have been next in line for Steering, however, due to maximal representation[3] (Ben and Bob are also Googlers), the next seat will go to Carlos Panato (@cpanato) (Chainguard).

Please welcome Carlos Panato to the Steering Committee!!!
