Issue with PD Document Locking not working while enroute

We are finding issues with Proposal Development because while the documents are enroute certain edits are allowed, for example Attachments can be modified.   However, document locking is disabled once submitted to routing so we are finding documents with changes being lost.

I can easily recreate this issue with the following test.
1) Submit PD to routing with at least 2 attachments.
2) Open PD as submitter (User 1)
3) In another session open the same PD as any other person with aggregator access. ( actually you can do same test as same user by just opening in another tab but that doesn't demonstrate the lack of pessimistic locking, only optimistic) (User 2)
4) As User 1 modify one of the two documents and save
5) As User 2 modify the other document and save
6) Reload the document and note that Only User 2's modification is still current, User 1's modification was replaced back with original document reference when User 2 saved.  Not sure why at least Optimistic Locking doesn't block the second edit.

We are on a pretty old version 1709.0022, so perhaps this has been addressed.

Is it possible to enable the rice locking mechanisms while enroute ?
Has anyone addressed this issue and can share your solution?

We also found several places in PD where a user can make the mistake of editing a document in two seperate tabs with one over writing the other.  Which leads me to believe that perhaps optimistic locking doesn't always work but I don't know when it does and when it doesn't.   The attachments section seems to be one place that it fails to protect.  Perhaps this is why we experience the enroute issue as well.
