About Baseline Model

I was wondering if we could use a non-NN model for our baseline.

Specifically, I am working on an MOT problem. I already have the detections of the objects in the scene. I would like to use IoU Tracker as my baseline model.

Yes, you can use a non-NN baseline. The important thing is that it has the right software interface (i.e. reading the data, making predictions, calculating loss or other evaluation metrics etc)
