Update and More Information on the Boundary Study & Programs Analysis

The Board of Education received an update on Thursday, Nov. 20, regarding the district’s ongoing boundary study, Secondary Programs Analysis and the proposed regions models. These efforts are closely interconnected by one core goal: ensuring every student, in every community, has real access to high-quality opportunities closer to home. Boundaries influence programs, programs influence boundaries and proposed regions, and all three shape how we serve students with the right courses, pathways and school capacity now and into the future. Delaying this work would mean delaying expanded opportunities—something the Board and superintendent are committed to avoiding as we remain on track to tell students “yes” to more choices, career hubs, stronger local schools and better access to the programs they deserve.
Engagement Has Been Strong, We Have Listened and It Is Making a Difference in the Plan
Over the past several months, MCPS has engaged our community in meaningful, sustained dialogue—not a single conversation, but an ongoing series of opportunities to learn together, ask difficult questions, and share concerns and ideas. This includes over 12,000 survey responses, more than 3,000 attendees in virtual sessions and strong participation at every in-person regional meeting, where hundreds of families joined multilingual discussions. Students are sharing their voices through Student Government Association meetings, interviews and focus sessions, and staff across the system—from teachers to counselors to program coordinators—have been deeply involved in shaping the design work. This engagement has already yielded real changes, such as adjusted regional program models, additional STEM options, clearer admission pathways and refinements informed directly by community feedback.

As we head into the next phase, the work remains iterative by design. Additional boundary options—including those connected to Woodward/Northwood, Silver Spring International Middle School, Crown and Damascus High School—will be released shortly after Thanksgiving. These new options supplement, not replace, those already shared, and will be accompanied by additional in-person and virtual engagement sessions in early December. Surveys will also be extended to ensure families have ample time to review, respond and be heard.
Engagement will not end with this round; it will continue through winter as feedback is synthesized for the superintendent’s recommendation to the Board, and again through Board work sessions and public hearings.
We understand that these conversations can be complex and emotional—change always is. But we also know that what we do not change, we are choosing to keep the same, and the status quo continues to leave too many students traveling long distances, facing program waitlists or lacking access to high-rigor pathways offered elsewhere in the county. This work is about expanding opportunity, improving service, strengthening local schools and building a more equitable, Future Ready system for thousands of students. We remain committed to listening, learning, refining—and working alongside the community every step of the way.
