Error: Label not connected

The attached project passes ERC in 9.0, but 10.0 it is now giving me "Error: Label not connected" on every net of the top-level page. If I change the labels to "global" then I don't see the error, but that doesn't feel right. I tried hierarchical labels but they also give errors.

If I remove the labels and just run wires from point to point, then there is no error.

I don't understand why I cannot place a label on a net on the top sheet. Any clues gratefully accepted. :-)

I just noticed work item 23494, so it looks like this may be a known bug.
