The J wiki states that CN, NC, VC, CV are not modifier trains, see

https://code.jsoftware.com/wiki/Vocabulary/ModifierTrains#NC.2FCN
https://code.jsoftware.com/wiki/Vocabulary/ModifierTrains#VC.2FCV

Why aren't they? They are simply called phrases which seems to be rather vague.

Historical reasons only. The longer modifier trains were removed from the language long ago, but these adverb forms survived the extinction event. When the old forms were reinstated, the phrase 'modifier trains' came to refer to them.

Hmm... I imagine that those "are not modifier trains" sentences could
be removed from the wiki without any loss of clarity.

Unless someone has objections?

Thanks,

Those sentences are confusing to me, so I certainly approve their removal.

I also think Ken I. would approve the removal too.

Thank you, Henry Rich, for the historical clarification. I did not know that the CN-, NC-, VC-, CV-"phrases" where valid before the full reinstantiation of all other modifier trains.
