APL and J Vector articles

Hi,

I'm reading an excellent article in an old issue of Vector called "APL and J (3): Operators - Reduce, Scan and Outer Product" by our very own Chris Burke. I don't think this article is in HTML format on the wiki, at least, not that I could search up. Would there be an objection to my reformatting it and posting it up there?

I don't know of a version in wiki format, but there is a pdf version,
see the second entry on page https://code.jsoftware.com/wiki/Articles
.

The article may need minor updates for developments in APL and J since then.
