problem installing J9.8

I get error messages when I try to start J9.8 beta. Advise please.

I just tried installing J9.8 on Win11 from the download page, and both jqt and jconsole work correctly. In jconsole:

Could you try again? Are you upgrading or reinstalling?

Google suggests windows defender blocks the app or the app binary is corrupted.
