I installed J9.7 with MacAfee scan off. It ran yesterday, but not today.

I think i ran into this same issue with McAfee while installing an earlier J version.
IIRC, you can just click that link shown in your image, "See quarantined files."  
That should take you to a dialog where you can remove "\J.9.7\bin\j.dll" from quarantine.

I contacted McAfee support and with their help excluded j.dll from being scanned by McAfee. This now allows me to use J 9.7. The same problem exists for version 9.6, but I uninstalled it from my new computer. I don't know what they don't like in j.dll or if it is possible for it to be modified so that McAfee doesn't get triggered.
