Belfast meeting

Thanks for those who were able to attend the meeting in Belfast this morning, and a particular thank you for Peter Brett who took the minutes for the discussions of all three papers.

I've updated the minutes and the github issues linked from the SG13 page on the Belfast Wiki.

Public minutes will appear in due course, after Belfast completes.
