Should the committee OCR old papers?

Many of the old papers on open-std.org are scans, so it's not possible to search through them.

Sure, I could run OCR myself, but I wouldn't be legally allowed to distribute the output since the papers are protected by copyright. If ISO did it, we could all make use of the results.
