The criterion when a section is named "General" or "In general"

I have a question about the criterion when a section is named
"General" or "In general".

I understood that the criterion when a section was named "General" or
"In general" was as the following:
- A name of a section is "General".
x.x General
- A name of a subsection is "In general".
x.x.x In general

But the following change to source/support.tex is not match this convention.

So I am confused.
Could you tell me the criterion when a section is named "General" or
"In general"?
