ISP are heavily dropping fragmented IPv6 packets

This morning at RIPE-82 meeting, Geoff Huston (APNIC) presented nice numbers about IPv6 fragments drop...

Belgium ISP are not performing well with 20% of fragments being dropped. Why do Belgian ISP drop so much fragments ?

I don’t know if Belgium is doing such a bad job compared to other country’s where IPv6 is deployed heavily. 
Perhaps we could have some traceroute-like tooling (decrementing hop-limit/TTL) to try to determine where a drop would be occurring?

This is pure speculation from my part, but if I were to guess:
- a malbehaving path between client & server somewhere on the Internet?
- stateful (connection tracking) equipment and/or the residential home. 

If we really would have malbehaving ISPs, I’d expect a much higher drop rate/percentage. 
Another weird item is that an increase in drop rate is measured across all ISPs at somewhat the same moment.
We were at roughly 10% but mid April, Belgium started spiking to higher rates...

Hi Eric,

 

So, how sure are they that the ISPs are causing this ?

Is there any kind of proof of that ?  Any intermediate transition hop can do the same I believe, not to blame anyone specific.  And if it was the ISP, then I would expect it either being Telenet, Proximus or VOO, not all 3 being in the same boat ?

Or am I overlooking something ?  Looks a lot of coincidence to be a fact, no ?

I'm very surprised to see Belnet high on the list of droppers. Might be
due to university/institution firewalls (uclouvain's firewall is awful
but others might be better) but the number of samples for belnet is very
small

It would be nice if Geoff could provide a website where one could check
if it's IP address is working correctly
