Correction to State Averages

We recently received a query regarding an anomalous drop in the
averages calculated for composite recommended care scores at the
national and state level. We have investigated the drop (approximately
a three per cent anomaly) and have found the following:

1. The most recent data uploaded are correct;
2. The data upload for the previous quarter (08Q4-09Q3) contains an error in
calculation for all composite rates for all state averages and the
national average.

This breaks down to five indicators being wrong in 56 instances,
namely the five composite process of care rates for each state and
territory average. The difference between the current published data
and the desired data ranges from 1.5% to 4%.

The data will be replaced with the intended data at 0800 EST December
10 2011. The replacement should take less than five minutes, and
Pellucid will be online the entire time.

Please note that the composite rates for all other entities are
correct. Only state averages and the national average are affected.

A brief explanation of why the numbers are not as intended.

We calculate many of the same indicators for various subsets of the
entities. In this case, we applied some specific exclusion criteria to
derive an average for the state and nation after exclusion criteria
had been applied. It was these subset results that were uploaded in
place of the whole population's average. We apologise for any
inconvenience, all vaults and views will reflect the change by 0815
tomorrow morning.
