Parameters depending on other parameters

I understand that parameters in the PARAMETERS section must be defined numerically, in line with the possibility of scanning/parametrizing them.

Assume you have a parameter that depends on other parameters. For instance if a and b are parameters, and you have c=a/b. 

If c is defined in the VARIABLES section, it will be recalculated at each iteration, although its value will be fixed by the values of the parameters a and b. Can you define c in the parameters section or in such a way that it is defined once at the beginning?

You can set "initial assignments"

********** INITIAL ASSIGNMENTS
c = a/b

But ... it wont do anything else than underlyingly generate a VARIABLE that says 

c = a/b
