InstructLab CLI version 0.16.0 release

We have just released version 0.16.0 of the InstructLab CLI!

A few notes:

• You can see the full changelog here: https://github.com/instructlab/instructlab/releases/tag/v0.16.0
• You can install this release via pip install instructlab - if you've already installed the previous 0.15.1 release you can upgrade it with pip install instructlab --upgrade
• Note that the stable tag has been moved to this new release - however, we are planning on deprecating the usage of this tag on Sept 1st, 2024. Please make efforts to update any documentation or automation you are aware of using the stable tag for installs.
• The next major release is planned to be 0.17.0 - you can see the work currently roadmapped for that release in the associated milestone: https://github.com/instructlab/instructlab/milestone/13
  
• Please note we are prioritizing Charlie Doern's major CLI redesign for this release as it will have several breaking changes - you can read more about this planned change via the links below
