InstructLab Core v0.22.1 Release and Community Model Build

Hi everyone, we have just released version 0.22.1 of the InstructLab Core.

In this release we have included a new field in the general configuration section called use_legacy_tmpl. Setting this field to true enables users to train ibm-granite/granite-3.0-8b-base  and ibm-granite/granite-3.0-2b-base models. Please ensure those models are set in your config as well under the training section when running other commands like `ilab data generate`.

On a similar note, we have recently published our first Community Model Build! Check out instructlab/granite-3.0-8b-lab-community. We are working on publishing a GGUF version of this model, but for now only Safetensors are available. Also feel free to join the #community-model-build channel on slack to keep up to date with what the team is working on!

Our next release will be v0.23.0 unless subsequent z-streams are necessary.
