Why does Google block this app when you try to downland and install it?

The add-on relies heavily on Gmail drafts during the mail merge process.

Google restricted access to Gmail drafts unless the add-on undergoes a costly verification process.

Given these restrictions, there is no way I can replicate the same functionality with less restricted access to Gmail.

I’m keeping it published in the marketplace because I see existing users still using it.

Days are numbered. It will be removed from the marketplace sometime later this year.

I'm taking it back. I did find an elegant workaround. I just need to rework some parts of it to make it work.
