How can I add a new Custom Label in Iluminated Cloud

How can I add a new Custom Label using Illuminated Cloud?

I do not see any option for New Custom Label.

There's no explicit action to add a new custom label. If you wanted to do this locally instead of in the org's declarative setup tools, you'd need to retrieve your organization's custom label metadata by adding that to your metadata subscription and then add entries to the resulting XML file.

as a side note - I found that in Configure Module (project associated with a sandbox org, not an SFDX project), 

* if I only checked CustomLabel (all) , IC2 does not build a folder in src
* if I checked both Custom Label and CustomLabels, IC2 build a folder called labels under src with the single file: CustomLabels.label

Thus, you would be editing the entire file containing all custom labels to add/change a single custom label

Yeah, this is a side-effect of the limited support for direct management of child metadata types in IC currently. That should be addressed shortly. It's a key aspect of the upcoming deployment/retrieval-themed release that's next in the hopper.
