Config file at project root is causing issues with IC

My company has a repository structure that requires a Config file at the repository root, for automated build purposes, that is causing issues with IC.  When that Config file is present in the project, I'm unable to build an offline symbol table, for example.  If I delete the Config file, IC works as expected.

How can I configure IC to ignore this file and still be usable?  I'm wondering if this is some type of issue between the Config file and the config folder that may be expected.

Hi. Can you elaborate on the config file itself? I'm uncertain what kind of file would effectively tell IC2 not to behave properly. Are you able to create a standalone project with a dummy version of such a file that reproduces this behavior?
