Lightning Web Components (LWC)

Hi - I'm looking for a Get Started for LWC in IC. I know there are plugins we need but I am not seeing them in WebStorm (for instance, CLI). I've been looking into VS Code, but right off I don't like it as there is no protection from overwriting someone's code in the SF org. Can you point me to some documentation on LWC in IC?
