BASIC EYE CARE WORKFLOW - Issuer of Patient ID

Dear IHE Eye Care Team,

I'm studing the IHE Eye Care Technical Framework to better understand how to make interoperable an EHR that I'm developing in my company and for a future partecipation at the Connectathon.
I have a question regarding "Issuer of Patient ID".
Could I have an example that shows how this parameter can be useful?

About the EU Connectathon 2013: do you know if there will be any vendors for the EYE CARE?
