U-EYECARE Profile uses an OMG^O19 message

While investigating the U-EYECARE profile I found that it specifies the use of transaction EYECARE-21 which calls out an OMG^O19 message utilizing a ZDS segment for image information.
This is an imaging order so shouldn't this message be an OMI^O23 message and have the Study information in the IPC segment as designed?
