Max is maximum. 
Max{3,5}=5.
To understand first part add these polynomials and see what the degree of the sum g(x)+f(x) is. 
             f(x)                                g(x)
            x^2+1                             x+1
           2x^2+1.                        x^2+1
         x^2+2x+1.                     1+x-x^2
