[2017-02-24] tds.hycom.org THREDDS update

We are upgrading the UNIDATA THREDDS code to the latest stable release on our tds.hycom.org data portal. The data servers tds.hycom.org will need to be rebooted for this update to complete. The upgrade should be done by 12pm EST.
