BALSA: aspera cli for downloads as an alternative to S3 bucket

Hi,

I'd like to suggest/request that the BALSA team investigate providing configuration/setup details for using the ASPERA cli tool, something like what I found here:

The cli is available here, https://github.com/IBM/aspera-cli and there's a docker/singularity container for easy installation.

This would enable people on HPC to use the download packages from the website instead of using the S3 download version.
