Dear HCP Data Access Committee / Management Team,

I hope this email finds you well.

My name is Liangjun Chen, and I am a Professor and Principal Investigator at Xian Jiaotong University. I am writing to formally request access to the Human Connectome Project - Development (HCP-D) dataset.

I understand that access to the HCP-D data is managed through the NIMH Data Archive (NDA) and requires adherence to specific data use certification (DUC) procedures. I have reviewed the data use terms and am prepared to comply with all NDA regulations, including obtaining the necessary institutional signature.

Research Objectives:
Our research group focuses on multimodal brain imaging analysis. The primary objectives for requesting the HCP-D data are:

To establish a benchmarking model for the development of subcortical nuclei across the entire lifespan and investigate their relationship with behavioral phenotypes.

To explore the shared mechanisms and distinct characteristics across various psychiatric disorder spectrums.

Proposed Methodology:
We plan to utilize advanced deep learning techniques, specifically Contrastive Learning and Graph Neural Networks (GNNs). By modeling brain regions as nodes and connectivity as edges, we aim to identify developmental trajectories and functional dysconnections associated with mental health conditions.

Data Usage and Protection:
I hereby commit to the following:

The data will be used exclusively for non-commercial academic research and university teaching.

Access will be strictly limited to authorized members of my research team.

We will not attempt to identify human subjects or share raw data with unauthorized third parties.

The data will be stored on a secure, password-protected server at our institution.

All resulting publications will properly cite the HCP project and the NDA.

I have attached my CV for your verification. Could you please advise on the specific steps or forms required to initiate the DUC (Data Use Certification) process for the HCP-D dataset through the NDA? I am ready to provide any further documentation, such as proof of faculty employment or a detailed research proposal, to facilitate this application.

Hi Liangjun,

The NDA requires those applying for access to have an eRACommons account through NIH, Federalwise Assurance, and an eligible Data Use Certification signed by your institution as described in https://www.humanconnectome.org/storage/app/media/documentation/LS2.0/LS_Release_2.0_Access_Instructions_June2022.pdf

However, NDA has determined that data sharing on their platform including for the HCP-Development, HCP-Aging, and Connectomes Related to Human Disease projects is bound by this Presidential Executive Order on transfer of data between countries. China is currently considered a “country of concern” so they will not approve Data Use Certifications submitted to them from Chinese institutions.
