Can this new surface template (https://github.com/templateflow/tpl-onavg) be used in the HCP pipeline instead of the one currently used.

We are aware of it.  The existing 91k grayordinates space can't use it since it already depends on the 32k fs_LR topology, so at the least it would require defining a new standard grayordinates space.

We are evaluating this for use in the future, but as it stands this would be a pretty advanced use case of the HCP Pipelines requiring swaping out the exsting data in here:
