LearnOSM: OSM in QGIS

Hi fellow Training WG members,

I had promised to take care of our out-of-date guide on using OSM data in QGIS
and finally I managed to rewrite it completely. The new version is online at our
staging site: http://nick-tallguy.github.io/en/osm-data/osm-in-qgis/. Comments
and suggestions are welcome. If I don't hear anything within the next week I
would push this to the production site and to Transifex.
