From Elaine Lazarus, Interim Town Manager: Affordable Housing Assistance
In 2023 the Town of Hopkinton entered into an Intermunicipal Agreement (IMA) with 5 other communities to provide affordable housing services for Hopkinton residents. The IMA established a Shared Housing Services Office (SHSO) which is staffed by a consultant and shared by the communities. The SHSO can assist residents with finding affordable housing in Hopkinton, assist residents with questions about affordable housing, and provide current tenants and owners of affordable units with information, assistance, and resale guidance. Hopkinton is the lead community for the SHSO.
Within the Town there are currently 335 affordable housing units (both rental and ownership) that are deed restricted for low and moderate income households. The term “affordable” is defined by the State, and the affordable units are created under State programs. Each community in Massachusetts is required to provide a minimum of 10% of its housing units as affordable - Hopkinton has 11%. The ratio is calculated following each decennial federal census.

The IMA was developed by the 6 communities (Hopkinton, Medfield, Milton, Norwood, Randolph, Sharon) with the assistance of the Metropolitan Area Planning Council. John Gelcich, Principal Planner, and Elaine Lazarus led Hopkinton’s involvement with this project.
