Change of Grantee
The County of Santa Barbara, as Collaborative Applicant of the Santa Maria/Santa Barbara County Continuum of Care, is pleased to release this local Call for Notices of Intent (NOIs) based on a CoC Program Grant Change of Grantee.
ESTIMATED Eligible Local NOFA Application Amounts:
Change of Grantee, CoC Program Permanent Supportive Housing (PSH) Grant, Total - $1,123,786
ALL Proposed Projects require a completed
Nonbinding Notice of Intent (NOI) from an Eligible Applicant,
due by Friday, 1/2/2026 at 5:00 p.m. PST
This existing project is scattered site and eligible applications for HUD CoC Program grant transfer must include provision of a housing subsidy as well as case management components.
During the upcoming HUD Homeless Assistance CoC Program FY2025 Notice of Funding Opportunity (NOFO) Competition (timeline to be determined), project extension will be considered on a competitive basis via a renewal grant application under the HUD CoC Program Competition rules, and the receiving grantee will be expected to continue providing rental assistance and services to the existing clients.
If multiple NOIs are received by applicants with capacity to administer grant, applicants will be invited to participate in the upcoming local CoC program competition with applications to be reviewed by the CoC Board-approved Review and Rank Panel using the New Project scoring tool. The highest scoring local application will be added to the ranked list according to the Renewal Project rules and included as part of the Collaborative Application submitted to HUD.

Please note: Based on a prior draft of the FY2025 HUD CoC Program NOFO published in November but since withdrawn, it may contain critical changes to funding priorities and overall processes. Because of the potential for significant changes, the scoring methodology for any local funding competition will likely be revised to meet HUD's criteria and maximize retention of local funding. More information will be available when the new HUD guidance is released (timeline TBD).
