Treasury operations

Hi folks,

It's come to my attention that people may not be aware that Tom, as vice
treasurer, has full access to all banking operations of Haskell
Foundation (and also Haskell.org, since he is also vice treasurer
there).  If there is ever a time that you need payments, information, or
anything else, please feel free to reach out to him.  In fact, it would
be a good idea to include both of us on any treasury-related emails.
